Policing of Railways :
  • The Government Railway Police (GRP) or the Railway Police is responsible for the maintenance of law & order and detection and investigation of crime on the Railways. The GRP is an integral part of the State Police Organisation.

  • The existing system in India is founded on one of the recommendations of the Railway Police Committee of 1921 which, in common with the Indian Police Commission of 1902-03 favored what they called the “provincial” system.

  • After Independence of the country, the Indian Constitution endorsed this system by which a Police force, which forms part of the State’s Police, exists for the entire Railways network within the limits of a State.

  • The GRP takes cognizance of all crimes which occur on the railway between the two distant signals and also of crimes which occur in the running trains. Crimes occurring on the railway line beyond the two distant signals is the responsibility of the District Police.

  • In some other States the jurisdiction of the GRP extends to the entire limits of the railway premises which would include the Railway Station and the Railway Track up to the limits of the fencing on its both sides, The District Magistrate, however, retains full jurisdiction over the entire railway system falling within his District and irrespective of whether a crime is investigated by the District Police or the GRP, magisterial cognizance is taken in the court of the District in which the scene of crime falls. The entire area falling within the jurisdiction of the GRP is divided into Police Circles each under a Police Station, same as in the case of District Police. The smallest unit of Police administration here also is the Police Station.

  • Police Stations are mostly located at important Railway Stations and those of them which have a wide jurisdiction may have under them one or more Police Outposts. Like the District Police, the Railway Police Station is also under the charge of an Inspector or Senior Sub-Inspector called the Station House Officer. He would be assisted by one or more Sub-Inspector and Assistant Sub-Inspectors depending on the volume of work and importance of the Police Station.

  • Under Coastal Security Scheme Govt. of India have sanctioned 18 Marine Police Stations (5 MPSs in phase-I + 13 MPSs in phase-II) in the state to strengthen the security on entire coast of Odisha. The aim and objectives of Coastal Security is to check export of illegal arms, contraband articles through sea route, infiltration of unauthorized person, unauthorized fishing, entry of any antinational elements and to guard against attack on vital installations along the sea coast. All the Marine Police Stations have been made operational since January 2015

  • Under Coastal Security Scheme, State Govt. has sanctioned 738 posts of Executive police personnel of different ranks (Insp-18, SI-54, ASI-54, HAV-144, Const-432, A.D.-36) for 18 Marine Police Stations. Further State Govt. has also deployed 270 posts of Home Guards @ of 15 per each Marine Police Stations for guarding the Fish Landing Centers/Fish Landing Points in the state. To provide security to vital installations located at coastal areas i.e. Defence organization, major/miner port etc. these 738 posts of executive police personnel are equally distributed among all the 18 Marine Police Stations in the state.

  • Under Coastal Security Scheme Govt. of India have provided 15(ten -12 ton & five- 5 ton) Fast Interceptor Boats (FIBs) for patrolling in the coastal areas and these boats are deployed at different Marine Police Stations i.e. Balaramgadi, Kasafal, Dhamra, Jamboo, Paradeep, Astaranga, Arakhakuda and Arjyapalli. To operate the FIBs, State Govt. has created 280 posts of technical staff (ex-navy and Coast Guard) of different ranks. At present 83 technical staff of different ranks are deployed at 8 Marine Police Stations to operate the FIBs. For accommodation of police personnel of Marine PSs and technical staff 20 bedded barrack has been constructed at Bahablalpur, Chudamani, Bandar, Astaranga and such barrack will be constructed at Sonapur during this year.

  • Odisha has 487 kms long coast line. Odisha Police conducts regular/ periodic assessment of the security scenario to assess any illegal immigration, entry of anti social elements etc from the sea. Regular patrolling in the sea as well as on the land are being conducted by Fast Interceptor Boats and vehicles provided to MPSs. The fishermen community residing on the sea shore areas is being informed to remain alert to collect intelligence and to intimate the authorities in time. To sensitize the fishermen community, Coastal Security Awareness Programme is being conducted every month. For extensive checking of boats and verification of documents of all fishing vessels operating at sea a monthly security drill "SAJAG" is carried out every month with the help of Indian Coast Guard. To check the authenticity of fishermen residing in coastal hamlets, 80 nos. of NPR Card readers have been issued to all the 18 Marine Police Stations in the state. Intelligence Sharing Meeting is being conducted every month at Coast Guard Hdqrs. Paradeep with all the stake holders i.e. Odisha Marine Police, Forest Department, Fishery Department, Port Authority, Intelligence and Custom Department etc. To sensitize the fishermen residing in coastal areas, Community Interaction programme is being conducted regularly by staff of Naval Officer in- Charge, Odisha along with co-operation of Odisha Marine Police.

  • All the Coastal Supdts. of Police are instructed to give protection to Olive Ridley Turtles by performing patrolling. Regular patrolling is being done in the jurisdiction of each Marine P.S. and foot patrolling has been introduced by the staff of the respective MPSs in a regular manner in order to give protection to Olive Ridley Turtles on the coastal areas.

  • To generate confidence in the minds of general public/ fishermen community and to ensure coordination among the stake holders all total 12 Coastal Security Exercise and 15 Combined Coastal Security Exercise namely "SAGAR KAVACH" have been conducted with West Bengal and Andhra Pradesh, Marine Police, Coast Guard, Indian Navy and other stake holders. Due to operation on Interceptor boats, Odisha Police has acquired seafaring capability up to 5 nautical miles. Functioning of Marine Police Stations have instilled confidence among fishermen community and they are extending full co-operation.

Arakhakuda Marine Police Station.
