The Deen Dayal Upadhyaya Koushalya Yojana (DDU-GKY) is a placement linked Skill Development Training Program, implemented by ORMAS under the aegis of Panchayati Raj and Drinking Water Department, Government of Odisha, occupies a unique and distinguished position amongst all skill development training programs run by Central Governments. The Deen Dayal Upadhyaya Koushalya Yojana (DDU-GKY), is a Centrally Sponsored Scheme (CSS with funding ratio of 60:40 by Central and State Government) that supports rural poor youths from all parts of Odisha to become self-reliant and create an identity of their own through marketable skill development training, since FY 2014-15.
The prime objectives of the scheme is
Since inception total 2.08 Lakh youths have been trained and 1.18 lakh have been placed in different private sector organizations. During the current FY 2023-24, the 21 skill development training centers were operated by 13 PIAs encompassing 5417 rural youths under DDUKY Skill Development scheme.
For closure of DDUGKY Projects, initiatives has been taken through minute analysis of status of all projects. Till date 81 projects have been closed out of 205 projects. Balance are in different stages such as desk verification, Physical and financial document submission and compliances by PIAs, placement verification etc.
Four numbers of review meetings were organised with national heads of Project Implementation Agencies (PIAs) during the FY 2023-24. Apart from these there are one to one discussions /review meetings conducted with almost all PIAs especially with the National Head and State Heads of PIAs to expedite the trainings, training & placement documents submission, fund releases and closure of projects.
During last quarter of FY 2023-24, MoRD, Govt of India has given permission for allocation / sanction of additional targets to the eligible PIA. Following the prescribed norms of MoRD, the SRLM-Odisha (i.e. ORMAS) has sanctioned target of 5200 to 6 eligible PIAs.
The MoRD also empaneled captive employers as PIAs during FY 2023-24 and allows the State SRLM (ORMAS) for engagement of Captive employers as PIAs. During the last quarter of FY 2023-2024, ORMAS has sanctioned training target of 12872 to 8 PIAs, for a period of 3 years which will be executed during FY 2024-25.
