Mission

“Transform the lives of youth and adult learners through imparting industry relevant skills, knowledge and values.”

Odisha Skill Development Authority (OSDA) was created in 2016 to focus on skilling as a core area for human resource development. World Skill Center (WSC), as the hub in OSDA’s “Hub & Spoke” model of the skilling framework will stay committed to equipping the youth and adult learners in Odisha with the skills, knowledge and values required by industry so that they are able to secure better jobs and higher incomes. WSC will transform lives by staying true to this mission.

Vision

“The Beacon for Technical & Vocational Education and Training(TVET) in Odisha”

The beacon has always been looked up to as a source of hope and guidance, particularly in navigation. WSC’s vision is to be such an inspiring leader for TVET institutions in Odisha, navigating the seas of change as technology and industry rapidly and continuously evolve. Over the next 3 to 5 years the TVET landscape across the State of Odisha will need to change on a fast track. This change will include not only the inclusion of new TVET Institutions and programs but also the upgrading of infrastructure, training equipment, curriculum and pedagogical and assessment methodology enhancements. WSC will serve as the guiding beacon towards this TVET journey.

As a training organization accountable to all stakeholders it is pertinent that we conduct our business with utmost integrity so that the confidence and trust placed in TVET is not diminished.

With rapid changes in technology and the decreasing shelf life of technical skills we need to forge strong partnership with industry, academia and our other stakeholders.

The Workplan (2024 -2028)

WSC Aspire is our plan to bring the World Skill Center to the forefront of Technical and Vocational Education and Training (TVET). It will empower WSC to take the lead among TVET Institutions, to break new frontiers as OSDA relentlessly drives the Skilled in Odisha initiative.

WSC Aspire will be instrumental, not only in us moving to the TVET frontline but also in preparing to move Skilling in Odisha to the next realm. The enhanced skilling initiative will attract better employment opportunities for our students both in and beyond Odisha and thereby transform lives and livelihoods.The plan will aptly reflect the aspirations of the organization to be at the forefront of “Skilled in Odisha”.

The Goals
1.Enhancing the TVET Landscape in the State

WSC was conceived under the hub and spoke model to not only serve as a finishing school offering higher level courses for graduates of ITIs and Polytechnics, but also as an enabler to raise the level of Skills Training and TVET Pedagogy in Odisha’s TVET Institutions. This goal will ensure that the level of skills training offered in our TVET institutions meets industry demands, is consistently of a high standard and is effectively delivered.

With the shelf life of technology getting shorter, the relevance of technical skills to industry is also rapidly evolving. This requires new courses, relevant to industry needs, to be developed in the shortest time. This goal will prepare key TVET staff to do that.

2.Expanding career pathways through Technical & Vocational Education and Training

Effective TVET Courses must result in creating good employment and income opportunities for students. This can only be realized if the training is well aligned to the needs and demands of the industry. Training courses will need to evolve in tandem with industry’s needs. The nimbleness of the TVET system to do this is also critical.

While a longer and expanded training programme will offer benefits to students seeking a broad and relatively evergreen technology field, the need to offer shorter on demand training must also be considered. There are alsoskilled workers who have acquired well sought-after skills through informal channels. Such workers will need to be certified so that their skills can be better recognized and rewarded. The recognition and certification of prior learning will also be a focus of this goal.

3.Delivering Holistic Technical & Vocational Education & Training

Technical & Vocational Education and Training must be seen as an extension of the general education system driven by choice rather than a no-choice situation. This can only be realized if skills training is established as a pathway to viable career options with attractive salary packages and good upgrading opportunities. Systems to emplace students in appropriate career tracks and preparing them to have a work ready and world ready mindset will be an essential focus of this goal.

Holistic Technical and Vocational Education should encompass skills, knowledge and values. Skills should be seen as means to benefit the community beyond securing good incomes. Sports and co-curricular activities will go a long way in ensuring that a healthy mind develops in a healthy body

4.A dynamic and efficient training organization for effective skilling

Beyond providing quality skills training for students the World Skill Centre must stand out as an effective and efficient TVET Institution that attracts good trainers and administrative staff. This requires best practices to be developed and put in place so that WSC will shine as a preferred employer of choice. There must be a strong industry presence and connect that should be evidently palpable. This goal will ensure that we not only draw the best students but also the best talent in managing and operating WSC.

It is also essential that digitalization and process automation is capitalized so that WSC can emerge as an effective and efficient organization that is not only synonymous with the outcomes of skills training but also with how training is managed and administered.
